Summary

The VSM is a model of the functions and communications needed for an organisation to remain viable in a changing environment. It distinguishes autonomous operations from meta-systemic functions for coordination, internal regulation, intelligence and policy, and applies recursively.

Implications for practice

The model makes the autonomy-cohesion problem explicit. It asks whether local operations can absorb relevant variety, whether conflicts are damped, whether the whole gains synergy, whether intelligence reaches strategy and whether identity closes the system without suffocating it.
