Summary

The observer is not an optional spectator outside the system. Sensors, language, history, interests and position shape what becomes signal, object, boundary and possible action.

Implications for practice

Systems work that excludes the observer often turns a local view into an apparently objective system. Including the observer makes responsibility, limitation and alternative views visible.
