Summary

Emergence names a relation across levels: interactions among parts produce a pattern, property or capacity visible at another scale. It can mark genuine explanatory work, but the word becomes empty when used instead of specifying mechanisms and conditions.

Implications for practice

Complex outcomes cannot usually be attributed to one actor or intervention. Emergence helps resist linear claims of delivery and control. It does not mean outcomes are uncaused, magical or beyond all inquiry.
