Requisite variety

The variety needed in a regulator, given disturbances, transformations and acceptable outcomes, to achieve the intended reduction in outcome variety. It is a limit on regulation, not a general instruction to maximise complication.

Summary

Ashby's law sets a limit on regulation. Disturbance variety can only be reduced to the extent that the regulator has relevant, selectable and effective response variety within the transformation being regulated. Ashby's bound depends on the disturbance–response table. Section 11/9 also allows the transformation itself to remove variety.

Implications for practice

The slogan is often used to justify more choice, more management or decentralisation in the abstract. The law asks a harder question: which responses can distinguish and counter which disturbances, under what communication and resource constraints? Count responses that can actually be selected and act, rather than nominal options.
