Summary

Information is not raw stuff that flows unchanged through channels. A signal becomes information only within some receiving organisation, code, concern or capacity to respond. Bateson's formulation selects differences through their effects within a circuit. It does not turn the mathematical quantity of information into a measure of meaning.

Implications for practice

Public and organisational systems routinely confuse data volume with understanding. The key questions are what differences are sensed, how they are coded, who can interpret them and what action they enable. Ask what changed for the recipient, not merely what was transmitted.
