"text": "A service team describes repeated contact as failure to follow instructions. A different account treats it as evidence that the route to help doesn't fit people's circumstances. Each description suggests different observations and actions. The team can ask what its first description has made hard to notice, and what evidence would change its judgement.\n\nThat is an original example of an observer question. Bringing in other accounts may change the team's understanding, but a meeting doesn't establish whose concerns should govern a decision. Ulrich's boundary critique asks about that judgement: who benefits, who controls the means of change, and who can challenge a claim made on their behalf? Making a boundary visible gives people something to question; it doesn't itself make the boundary legitimate.\n\nCheckland's SSM offers models built from declared worldviews to structure inquiry and seek accommodations for action. Participants may act together while differences remain. Whether a particular accommodation is fair, or whether someone can refuse it without penalty, still needs examination. Neither a diagram nor agreement among those present settles that.\n\nA further question concerns what must change outside the conversation. Bhaskar's account starts each round of action within inherited social conditions. If the team identifies a better route but cannot alter the contract, resources, or decision rights that sustain the present one, it needs a way to change those conditions. The account of the situation and the conditions of action can change at different rates. Evidence is needed for both.\n\nThese traditions can inform the same inquiry without becoming one theory. The example and practical connections are editorial applications; they don't establish that the authors share an ontology or that one method guarantees the next step.",
