Distinguish viability from fitness and connect viability to Maturana and Varela's natural-drift account rather than treating evolution only as survival of the fittest.

‘Awaiting review’ is not tacit rejection. ‘Incorporated’ does not mean the submitted wording became evidence. Proposals may be investigated, partly incorporated, disputed, deferred or declined, with the reason kept visible.
